Sunoco Damaged Roads To Be Restored

Sunoco Road Work Update

SOUTH HEIDELBERG TOWNSHIP, PA –  South Heidelberg Township recently began discussions with representatives from Sunoco regarding restoration of roads damaged by the Sunoco Mariner 2 East Pipeline Project.  The project which began in the Township in 2016 impacted several Township owned roadways, sidewalks and open space areas and with the project completion the restoration of those areas continues to now include the roads.

The Township has received notification from Sunoco Representatives that roadway restoration for the first set of roadways will begin in 2019.  The following Township roadways will be repaired and paid for by Sunoco:

  • East Galen Hall Road.  From Vinemont Road to Preston Road.  Extensive base repair with 5” depth base course and 1.5” depth overlay on the entire segment
  • Roxberry Drive.  From Wernersvile Road to S. Sandy Lane.  Select base repair with 5” depth base course and crack sealing the entire segment.
  • South Sandy Lane.  From Roxberry Drive to Pipeline Crossing.  Select base repair with 5” depth base course and 1.5” depth mill and overlay of the entire segment.
  • South Sandy Lane.  From Primrose Lane to Mountain Home road.  Select base repair with 5” depth base course and 1.5” depth mill and overlay on the entire segment.
  • Ivy Lane.  From Roxberry Drive to Primrose Lane.  Select base repair with 5” depth base course and crack sealing on the entire segment; 1.5” depth mill and overlay at the pipe crossing (50-foot length).

As background, in 2017 Township Chairman Tom Byrne, Township Manager Sean McKee, Township Engineer Mark Stabolepszy and Township Solicitor Andrew George reviewed the original agreements with Sunoco.  The previous administration had neglected to secure road bonding which would provide the Township with security from Sunoco to repair roadways they damaged.  As part of the discussions with Sunoco the new administration and team established a $985k Road Bond and an understanding with Sunoco that roads damaged as part of their project would be restored at 100% cost to Sunoco.  In addition to road bonding the discussions also led to negotiation of an additional easement agreement payment of $400k as the prior administration had negotiated an easement agreement payment of $73k. 

The remaining Township roads impacted by Sunoco will be reviewed for paving next year.  Those roads are as follow:

  • South Galen Hall Road.  From Township Line to Vinemont Road. Select base repair with 5” depth base course and 1.5” depth overlay on entire segment
  • Vinemont Road.  From Fritztown Road to East Galen Hall Road.  Select base repair with 5” depth base course and 1.5” depth overlay on entire segment
  • Preston Road. F rom East Galen Hall Road to Balthaser Road.  Select base repair with 5” depth base course and 1.5” depth overlay on entire segment
  • South Arthur Drive.  1.5” depth mill and overlay at pipe crossing.
  • Wernersville Road.  From Balthaser Road to Township Line.  1.5” depth mill and overlay at the pipe crossing.
  • Mountain Home Road.  From South Sandy Lane to Township Line.  Select base repair with 5” depth base course and 1.5” depth overlay on the entire segment.
  • James Road.  Entire Length.  Select base repairs at various locations, including wearing course on top of repairs. 

The roadway repairs listed above along with the additional easement pavement, restoration of open space and sidewalks have been part of the effort by the Township to ensure our Township assets are placed back in their pre-Sunoco condition.
